The Federal Lifeline Assistance program provides citizens a free phone if they are on certain public assistance programs, like Medicaid or Supplemental Nutrition Assistance Program (SNAP) or are below a household income threshold. The plans provide people with between 250 and 350 minutes of talk-time a month and unlimited texting.
